ACTIVITIES OF CAFRAD

September 2007 - December 2008

   

            The document contains a set of activities that CAFRAD intends to implement during the period considered, as approved by the 45th Session of the Governing Board, held in Tangier ( Morocco ), on June 20, 2007 .

  1. CAPACITY DEVELOPMENT

Capacity development remains the main focus of CAFRAD activities. This implies the organization of seminars and conferences in various areas of public administration and governance. The activities scheduled in this connection are as follows:

  1. Toward Public services and Governments Based on Performance and results (A Pan Africab Conference)

It is time for officials in the Public Service and State institutions to review their working methods, programmes and goals, in order to be able to enhance efficiency, performance, results and merit. In the public sector, every service and every institution should pursue a specific mission and yield appropriate results. For this purpose, it is necessary that every civil servant, every service and every State entity be immersed in: visionary planning methods to implement activities in the short, mid and long term ; the measurement of performance and of the activities implemented ; the regular evaluation of the results achieved from a quantitative and qualitative point of view ; the study of the social, economic and development impact produced ; setting up appropriate follow-up mechanisms for the measurements adopted subsequent to evaluation.

The implementation of these methods involves all public services and Governance institutions at both the central and local levels. New strategies and new systems of management should be developed and implemented within the context of the actual programme for reform, innovation and   modernization of    public    administration   and state institutions. The conference will be organized in collaboration with the African Civil Service Observatory (OFPA) and the Ministry of Administrative Reform of Benin. The Conference is intended for high-level officials involved in the reform programmes of administration and para statal institutions.

  1. Seminar on the Role of Information  and Communication Technology in Facilitating Public  Participation in Administration in Africa

The impact of information technology to the human society and its enormous importance to life, work and study are perfectly obvious. The significance of modern information technology to good governance and public administration is apparent as well. Today, wherever and whenever a good governance is pursued, the role of information technology cannot possibly be ignored. In fact, the effective and intelligent use of information technology has been an essential component of modern administration science.

In organizing this seminar, CAFRAD’s intention is to examine the contributions of modern information technology to public administration in Africa . Using the revolution in information technology African Governments will find that all the information systems can assist to provide better services to their people. It is now hard to imagine that any modernized administration could be well-functioning without the support of information technology.

The main objective of the seminar is to examine at the managerial and decision-making levels how data and information can be shared by the public so that the administrative process can be participated and monitored by the public.  

The participants will be High-level officials in administration involved in decision-making and ICT policies in Ministries of Public Service and Ministries of Science and Technology, Professors in University Departments of Science and Technology, ICT specialists, ICT practitioners in administration and Representatives of regional and international organizations involved in ICT and popular participation-related programmes.

  1. Seminar on the Use of Information and Communication Technologies on the Improvement of the performance of Secretariats to Cabinet

Governments have a major role to play in the smooth running of a country’s affairs. One of the principal pillars on which any government relies is the Secretariat to Cabinet.  This body not only prepares Government work, but also and above all participates in, and contributes to, drawing up documents and, thereby, the formulation and implementation of Government decisions and programmes. Strengthening Secretariat to Cabinet capacity in terms of working methods is a priority for all African countries, as Government officials are becoming increasingly accountable.

The seminar is intended for officials of ICT services within Government Secretariats General. The main objective is to further strengthen their capacities to design computer systems adapted to real Government contexts, create computer networks connecting various Government entities, plan and coordinate the implementation of activities, exchange information and formulate, accordingly, Government decisions in a well-advised way.

  1. Conference on Strengthening Women Capacity in Administration, Leadership and Governance

It is increasingly admitted that Africa ’s development will only be achieved through active and full participation of both men and women. All countries admit the necessity to strike a balance in terms of participation, and if necessary to resort to a quota system. It is within this framework that this seminar is planned to develop and strengthen women capacities in decision-making, public service management, Governance of State affairs and leadership at local, national and international level. The main objective will be to upgrade knowledge in certain specific areas of leadership and Governance, and allow for experience exchange and exposure to the new trends in this field.

This seminar will not only provide for capacity and competence improvement, but will also back up women integration in the whole economic, social and political development process. This equilibrium in participation and decision-making will harmonize the management of services and institutions, one of the requirements of good Governance and social equilibrium.

  1.  Conference for Chairmen (Commissionaires) of National Commissions on Reform of Public Services and Governance

Restructuring, innovating and modernizing public services and governmental institutions have become perhaps the most challenging tasks for African governments in the new millennium. Reconfiguring and re-energizing public services so that they are more responsive to the needs of citizens and the requirements of modern capable states is a matter of paramount urgency for all countries. This task of ensuring that Governments provide an enabling environment for sustainable economic growth to accelerate reduction in  poverty levels, is so overwhelming in its scale and complexity that no single line ministry can single handedly implement its core mandate, in addition to assuming responsibility for coordinating the reform drive.  

The Conference will provide a Pan-African platform for Senior Government Managers and relevant stake holders to share experiences, exchange best practices, review reform related challenges and opportunities encountered and analyze the impacts of capacity development in the context of implementing public service reforms.

  1. Seminar on Establishment of Networked and On-line Governments for Better Coordination of Actions and Programmes (For Secretaries to Cabinet)

The governmental action is often led in a collegial and participative way. Usually, all ministries and most State institutions participate, in a direct or indirect way, in the implementation of the work program of the government. To reach this, dialogue, exchange of information and joint decision-making are essential. Moreover, an effective and forward- looking resources management, and a sustainable coordination of services is required from each State’s institution. At this moment when ICT tools show proof of operations and decision making quickness and efficiency, it is essential that  governments use these means to improve their performance.

During this meeting,  participants will examine ways and means to use better technologies of information and communication  (ICT) in  scheduling, coordinating, assessing and  following-up government's work through networks functioning on line. The targeted objective pursued being to make the governments’ work  more efficient, while reinforcing the capacities of the entities participating in the network.

 The Forum will be organized for the attention of the Cabinet Secretaries.

  1. Seminar on the Creation of Integrated Systems of Public Finance Management and Control (Audit Offices)

All African countries currently adopt drastic measures in public resources management and control. Everywhere, policies and mechanisms to combat embezzlement, corruption and impunity are set up not only to reorganize public finance, but also and above all to introduce a sound and transparent management. Moreover, various inspection, control and audit institutions are set up to secure good Governance and unmask law-breakers. Also  is being developed, at population and civil society level, a kind of requirement to know how State resources are managed.  

In this context, this seminar will examine, as part of public service reform, the methods and techniques to be adopted to improve public finance management and control, by setting up in all State departments computer network systems, harmonizing computer systems and using adequate methods in budget preparation and control to secure an efficient and rational management of available resources. The seminar is intended for senior officials in services and institutions of public finance control, audit and inspection.

  1. Negotiation and Resolution of Conflicts in the Public Sector         

            In most African countries, in addition to the management of the state personnel, the Ministry of  Public Service assumes the responsibilities of solving social conflicts of public services. These conflicts deal generally with various social demands of civil servants, notably the improvement of working conditions, salary increases, deletion of jobs or services, etc. The conflict often explodes, either after refusal to negotiate or after failure of the negotiation process. These conflicts often cause enormous losses to the budget of the state and undermine the performance and  credibility of  public services.            

The main goal of the forum is to help countries to face the various social conflicts, through appropriate strategies and mechanisms of negotiation and resolution of conflicts. The Forum will examine the major negotiation stakes, the strategies for resolution of conflicts, the follow up and implementation  mechanisms of the resolutions.

  1. Annual Forum on Reform and Modernization of Public Services and Governance: Theme: Partnership Public/Private Sectors in Service Delivery and Economic Development: (to be coupled with the 46th Session of CAFRAD Governing Board).

  1. AD HOC ACTIVITIES

Upon request from countries or partners institutions, additional activities  could be organized during the considered year. Among them are the following:

  1. Workshop on Results Based Management;

  2. National workshops on Post-Conflict Reconstruction of Public Services and State Institutions  (in various concerned countries)

  3. Regional Seminar on Reconstructing Public Administration in Post-Conflict Countries : Towards Peace-Building in Africa .

In countries emerging from severe destructive violence, there is no public administration system to reform. One would be talking instead of building, rebuilding, constructing or reconstruction, rehabilitation, restoring or anything else, but certainly not reform, as was the case in Rwanda, Somalia and Liberia, etc., when the public administration system in these countries had been completely destroyed in terms of people, facilities, information, etc. Therefore, post-violence/conflict countries present peculiar circumstances, which require different approaches and actions for re-establishing their public administration.

CAFRAD will address the issue of the nature of the conflict that has affected the public administration, the extent to which this has been destroyed and what aspects of it have been destroyed, and how determined the Governments are to put back their countries on the road to development.

  1. Pan African Conference of Directors of Schools and Institutes of Public Administration and Management (ENA/IPA/IDM) in Africa . (Theme: Managing Tomorrow: Shaping the Curriculum of Training Schools  and Institutes  of Governance).

            The contexts, the concepts and the management of public services are changing significantly as globalization hits government and governance.

Schools and Institutes of Public Administration and Management must learn to adapt themselves. There is the need for a model to help the process of formulation of new School/Institute Strategies and agendas for tomorrow. For the 21st century, new visions are necessary. Much of the task of adapting to the new future lies with the Directors of Schools and Institutes of Public Administration and Management and with a skilled staff, on whom so much both depends and relies in the development of new ideas. The goal is surely to work for the better quality of life for citizens through better government and governance.

The objectives of the Conference will be: i) to engage in a dialogue on the necessity of reinforcing training in the African region, in particular on governance and public administration issues; and ii) to discuss means for continuously building the capacities of schools and institutes to deliver training and undertake curriculum reform.

The conference will be addressed to Directors and high-level managing and technical staff of schools and institutes specialized in the training of government civil servants in Africa ; ICT specialists and trainers in ENA/IPA/IDM and Representatives of CAFRAD’s international and regional partner organizations as well as representatives of some international and regional training and capacity-building institutes and foundations.

  1. Conference on Knowledge Creation, Management and Use in African

Institutions  

At present, we live in the era of knowledge and technological advances. Research laboratories and institutions are on the increase across the world, either to deepen existing knowledge or discover new ones. There is increasing talk about knowledge economy, knowledge management and even knowledge-based development. Those who understood this reality and invested in knowledge are drawing obvious benefits therefrom.  

In front of this reality, isn’t it high time for African countries, in particular research and training institutions in the public and private sector, to examine in-depth and objectively this phenomenon and learn lessons for the Continent’s development ? In other words, how could knowledge in various priority development fields influence economic and social development in African countries ?  

This meeting will also be an opportunity to examine, in the light of what is done elsewhere, how to encourage, support and promote the creation, effective management, preservation, dissemination and good use of knowledge to sustain the current development efforts in the Continent.

 The conference will draw together officials, researchers and trainers from research and training institutions across the Continent, including international institutions interested in the topic.

  1. RESEARCH AND INFORMATION

In addition to capacity strengthening activities, CAFRAD will carry out, during the  period under review, research studies and programmes in certain specific fields of public service and Governance. These researches aim not only to know better the problems studied, but also to develop knowledge, and there from help decision-makers to formulate knowledge-based public service policies. Among the studies to be conducted, the following are the most significant:    

  1. Study on the State of Reform , Modernization and Innovation Programmes and the Way Forward

All African countries are, somehow or another, involved in the implementation of reform, restructuring and modernization programmes in the Public Service and State institutions. The objective is to examine progress made in the reform of various fields of public service, especially the changes introduced. Information collected will be analyzed, compiled and published to share experiences. The study will be conducted periodically not only to encourage and support reforms, but also and above all to make improvements known through knowledge exchange.  

  1.  Yearbook on National Charters in African countries

CAFRAD will conduct the above research, the purpose of which will be the publication of an Yearbook on African Public Service National Charters.

  1. Establishment of a Network on Public Service and Governance

Information has become a necessity and a vital need for development. Information leads to knowledge, learning and progress. It is necessary for a public sector official to know where to find information he/she needs to better fulfill his/her duties. Information collection, as well as database and web site creation have become activities that deserve being privileged.  

Networking will consist in strengthening national capacities to collect, analyze and disseminate information and to establish connection between the various national services, on the one hand, and between them and CAFRAD, on the other hand. The network will contain information on reform programmes ; regulations, laws, charters and constitutions ; Ministry and Government organization charts ; official Government publications ; further training programmes and various advertisements.  

The network will provide for the connection of web sites between various countries, as well as facilitate information and knowledge exchange in terms of public service and Governance. This network will be sustained by databases and portals at the level of CAFRAD and participating countries, in collaboration with UNDESA, within UNPAN.    

  1. ON-GOING PROJECTS WITH PARTNER INSTITUTIONS

ü     Institutional Capacity Building (ACBF/CAFRAD)    

  1. EXECUTIVE CAPACITY DEVELOPMENT PROGRAMME

The executive capacity development programme is under finalization and will start soon. It deals with short courses to be run for high level civil servants and officials from various administrative and governance bodies. The courses will focus on key priority areas challenging African development, particularly in the improvement of public administration and governance.   

   CONCLUSION

To conclude, during the targeted year, CAFRAD will focus its activities on the current challenges of public service and Governance in Africa . For this purpose, the Centre will work in close co-operation with Ministries in charge of Public Service and Administrative Reform, Institutes of Public Administration and Management, including any other State institutions working in the areas of CAFRAD.

 These activities will be implemented thanks to ACBF support for the recruitment of three Experts and the provision of electronic equipments, in addition to the support from the government of Gabon for the secondment of an Expert to CAFRAD. Other partners are also invited to support CAFRAD in the implementation of these important activities. Thus, by this programme,  CAFRAD will make its contribution in the development of Africa , through its training, research and consultancy actions.
