Dr. Njunga Michael MULIKITA

Dr. Njunga Michael MULIKITA is an African Capacity Building Foundation (ACBF) Expert in Civil Service Reform, Innovation and Modernization of Governmental Institutions. He previously served as Senior Governance Advisor with the UN Development Programme (UNDP) in Rumbek, South Sudan (2005) and as Senior Programme Officer in the UNDP Project to Strengthen Africa’s Regional Capacities for Peace Building in Addis Ababa , Ethiopia (2003-2005).

He also served as a Political Analyst at the Organization of African Unity (OAU), Addis Ababa , Ethiopia (1999-2001). Dr. Mulikita was a Senior Lecturer in Public Policy Evaluation and Local Government Administration in the Department of Political and Administrative Studies of the University of Zambia . As an academic, Dr Mulikita won a number of competitive awards/grants, most notably the United States Department of  State National Security Fellowship at the Institute on Global Conflict and Cooperation (IGCC), University of California at San Diego (UCSD), USA in 2007; while in 1999, he was a Visiting United Nations University (UNU) Scholar, Tokyo, Japan.  Prior to working for the University of Zambia , Dr. Mulikita was an Executive Officer in the Ministry of Decentralization.

Dr. Mulikita has served as a Consultant/Resource Person to USAID, Embassy of Japan in Zambia , UNITAR, UNOPS, Fredriech Ebert Foundation (FES), German Technical Cooperation (GTZ), Common Market for Eastern and Southern Africa (COMESA) Secretariat, Open Society Initiative for Southern Africa (OSISA) and Zambia ’s Public Service Reform Programme (PSRP).

 Dr. Mulikita obtained his BA in Public Administration at the University of Zambia (1981), MA in Development Studies at the Institute of Social Studies (1984) in the Netherlands , Doctorate in Social Sciences at the University of Konstanz in West Germany (1992). He also holds a   UNDP issued Certificate in Project Formulation, Management and Resource Mobilization (2003). He is fluent in English, holds an Advanced German Language Proficiency Certificate, has a working knowledge of French and speaks a number of Zambian languages. Dr. Mulikita was born in Kalomo, Southern Zambia in 1958. He is married to Silase Hailu Abreha, an Ethiopian national.
