He participated in the annual activity based budget preparation exercise to ensure that financial allocations reflect Government policy and priorities and that inter-sub-programme allocations reflect the revised functions of the sub-programmes concerned. He made improvements to the budget process including equitable and efficient allocation of resources within and between the sub-programmes. He also provided advice on budget issues. Mr. Shawa is an Associate - Consultant of the In-Service Training Centre Trust located at the Natural Resources Development College where he provides services in the areas of Project and Management Financial. In 1995, Mr. Shawa had the opportunity of working as a Research Assistant in the School of Information Systems at Curtin University while on holiday in Australia. He provided tuition to postgraduate students studying Management Information Systems, Statistics, Finance, Marketing, Strategic Management and Economics. SUMMARY OF SOME ASSIGNMENTS UNDERTAKEN TO DATE. Mr. Shawa has been involved in undertaking the following assignments: Preparing a Governance web-site for the Democratic Governance Project with the assistance of a computer expert. Contributing to compiling Zambia’s State Report on the United Nations International Covenant on Economic, Social and Cultural Rights (ICESCR). The ICESCR is encapsulated in the international human rights law which has been designed to protect the full range of human rights required for people to have a full, free, safe, secure and healthy life. Up-dating the African Governance Inventory (using the United Nations Department of Economic and Social Affairs - UNDESA software package), which is used among other things, as tool for monitoring and evaluating the governance programme in Zambia. Coordination of the conducting of a National Governance Baseline Survey, which will be used to measure perceptions relating to corruption and public service delivery. Preparation of the following documents in the Governance Development Project: Inception Report on the Design of the Governance Development Project Monitoring and Evaluation System for the National Capacity Building Programme for Good Governance in Zambia (NCBPGGZ), Monitoring and Evaluation Manual for the NCBPGGZ, Office Guidelines Manual on the Management of the Governance Development Project and an Action Plan for the Governance Development Project. Contributed to writing the Governance chapter of the Poverty Reduction Strategy Paper preparation team. He was involved in co-ordinating, preparing and producing the Budget and Work Programme and Minister’s Budget Brief for the MAFF. The Budgets and Minister’s Budget Brief were successfully presented and approved in the National Assembly of Zambia. During some of the presentations, Mr. Shawa was the main adviser to the Permanent Secretary of the MAFF. In addition, he co-ordinated the preparation of the MAFF Strategic Plan in 1998 and 1999. Under the Agricultural Sector Investment Programme (ASIP), Mr. Shawa was the contact person with the World Bank on issues related to Budgeting and Work Programmes. He was responsible for presenting the Budget and Work Programme to the World Bank. He organised workshops and presented papers on the ASIP Budget Preparation Process and held Budget Reviews. He presented papers to the MAFF/Donor Consultative meetings (with the World Bank as the lead donor) on the Work Programme and Budgets. In 1996, 1997 and 1998 he conducted nation-wide workshops on the ASIP Decentralised Planning Activity Based Budgeting (at District and National level). He was responsible for providing Budget Guidelines in the MAFF. In 1997 Mr. Shawa made presentations on the MAFF Budget Planning Process to two different delegations from the Ministry of Agriculture, Cooperatives and Land Reclamation of Lesotho. One delegation was led by the Principal Secretary, and another consisted of Finance and Budget officers. In April and July 1998, the Institute for Economic and Social Research (INESOR) of the University of Zambia contracted Mr. Shawa to be a key resource person for Provincial Workshops on District Key Performance Indicators. He made presentations on “Using Economic and Social Data in Work Programme and Budget Formulation”. In 1998, a computer expert with the assistance of Mr. Shawa, developed a computer budgeting programme that provides budgets according to the following classifications: Activity, Organisational, Functional, Object-wise, Financing source and Spatial. Mr. Shawa further developed a computer based model for allocating financial resources to cost centres in the MAFF. He used this model to allocate budget ceilings to cost centers. The budgeting programme was also used for allocating quarterly financial resources to cost centres. Mr. Shawa organised a number of Financial and Management workshops and seminars for the MAFF. He participated as a resource person in some of the workshops which include project management, financial management, stores management, budgeting and budgetary control. In addition, Mr. Shawa trained budget analysts and new entrants in the budget unit and accounting department on how to use the computer. Mr. Shawa has attended government/donor meetings to evaluate project performance and budgets. For instance, in August 1998, he was the MAFF representative at the Zambia - Germany Bilateral Negotiations that was held in Bonn, Germany. His presentation during the negotiation mainly focussed on the findings of the ASIP - Mid-Term Review (AMTR) and the way forward for agriculture in Zambia. The German side expressed their gratitude for Mr. Shawa’s candid presentation. In February 2000, he represented the MAFF at the SADC Consultative Conference. In July 2000, he represented the MAFF at a Loan Negotiation with the ADB in Abidjan, Ivory Coast. In the MAFF, Mr. Shawa was involved in the setting up of the Cotton Development Trust that was funded by the World Bank. He also arranged for a Cotton Feasibility Study that was funded by the French government. In July 1997 to March 1999, the MAFF appointed Mr. Shawa as Co-ordinator for the Oil Producing and Exporting Countries Fund for International Development Smallholder Services Rehabilitation Project (OPEC/SSRP). He was responsible for implementing the Project as per Loan Agreement and managing the funds of the OPEC/SSRP Loan as guided by the approved budget. He coordinated the procurement of tractors, trailers, motor cycles, motor vehicles, computers, photocopiers and other office equipment for the OPEC/SSRP. Arrange all logistical and other requirements of visiting ADB missions. Review Aide-memoires of ADB missions before they are presented for signing. Co-ordinate preparation of the annual work plan and budget for Eastern Province. Review and improve financial reporting methods in the Ministry. Undertake and co-ordinate analytical studies of current financial flows to determine the volume and impact of investment in the agricultural sector under existing policies. Organise and schedule the work of the Financial Analysis Section and assign responsibilities to the Financial Analysts, monitoring progress of their work, reviewing and reporting their output. Prepare reports on financial flows of donor funded projects. Analyse financial statements of some companies and organisations in the agricultural sector. Preparing annual and half yearly reports on expenditures and utilisation of financial resources. 6. Some of the main tasks of any human resource management are to measure, monitor, evaluate and improve the employee’s performance because an organization’s performance is a result of its employees’ performance. As result, organizations are aware of the importance of having data about the performance of its employees, using a performance appraisal system to be able to develop their abilities and solve their work problems. Some organizations use the outcomes of such appraisal as a basis for any decisions affecting the future of employees, directly or indirectly to help determine reward outcomes and identify poorer performers who may need counseling or any administrative action to correct their performance. In some organizations the system is used as a developmental and motivational tool, in others more awareness is still needed to conduct an affective system. In addition to the importance of the appraisal system to employees, appraisal also provides indications on what has been accomplished to achieve the objectives of the organization, is therefore of benefit to both the employees and the organization.

2004 GSDI Small Grants Program The Global Spatial Data Infrastructure Secretariat is pleased to announce its Small Grants Programme for the year 2004. The Global Spatial Data Infrastructure (GSDI) Association is dedicated to bringing about an infrastructure that will allow users globally to access spatial data at a variety of scales from multiple sources that ultimately will appear seamless to all users. The GSDI Association will support the work of organisations to develop their own SDI initiatives, nationally and regionally, and will collaborate with local, national, and international organisations to ensure that the geospatial data, services, and metadata are accessible through interoperable standards-based services, systems, software, and products that operate in a web-enabled environment. The success of the GSDI Association depends on the quality of its partnerships with public, private, academic, and non-governmental organisations. Our Members: GSDI is being advanced through the leadership of many nations and organizations represented by a GSDI Steering Committee. This multi-national Steering Committee includes representatives from all continents, and all sectors: government, academia, and the private sector to include the regional SDI programs referred to as the permanent committees: · European Umbrella Organisation for Geographic Information (EUROGI) · Permanent Committee for GIS Information for Asia and the Pacific (PCGIAP) · Permanent Committee for SDI for the Americas (PCIDEA) · United Nations Economic Commission-Africa, Executive Working Group of CODI-Geo Our Reach: The definition of GSDI adopted at the 2nd GSDI Conference best articulates our goals: "GSDI encompasses the policies, organisational remits, data, technologies, standards, delivery mechanisms, and financial and human resources necessary to ensure that those working at the global and regional scale are not impeded in meeting their objectives" Our Goals: The GSDI board has identified a set of core goals to help advance awareness, acceptance and implementation of globally compatible spatial data infrastructures at the local, national, and regional levels: · Promote and develop awareness and exchanges on infrastructure issues for all relevant levels · Promote and facilitate standards-based data access/discovery/use through the Internet to enable interoperable sharing of these data · Promote, encourage, support, and conduct capacity building · Promote and conduct SDI development research. · Establish and support active programs for attaining funding and resources to accomplish its Vision and Goals. The GSDI Secretariat along with partners and participants has allocated resources from the U.S. Federal Geographic Data Committee to fund a small grants programme to support national or sub-national activities that foster partnerships, improve data compatibility and access, and increase political support for data infrastructure. The grants are limited to US$ 2,500. Activities could focus on technical or institutional aspects, as long as there are concrete/tangible outputs and that several institutions collaborate. Sample activities include (these are not exhaustive): · Convening of national or sub-national seminars or workshops · Production of training manuals and modules (these materials must not duplicate existing SDI materials) · Establishment of metadata and clearinghouse nodes · Establishment of web mapping services and applications · Carrying out of surveys or inventories · Production and dissemination of newsletters and awareness-raising materials · Drafting of policy and legislation Priority will be given to projects in developing countries and countries with economies in transition. Grants can be awarded to SDI coordinating bodies (councils, committees) and GIS user groups, but the Secretariat asks that one institution take responsibility for receiving/depositing the funds. The GSDI Secretariat is accepting project proposals until 16 June 2004 (following the structure below). 1. Title of Project/Activity 2. Focal Point Institution 3. The recipient institution will be required to provide a project report and an expense report upon completion of the project by the pre-arranged completion date. The GSDI Secretariat may include excerpts of the project reports in the GSDI newsletter(s). InWEnt started the Web-based Global Campus 21 (www.globalcampus.org) in 2001 as knowledge portal for international advanced training and cooperation. It allows to follow-up with their alumni and builds a network of development experts and managers, who are at key positions in developing and transition countries. This system shall soon be enhanced to be a global knowledge portal for capacity building in international cooperation. It will support to develop products jointly with partners world-wide, to systematically standardise information about the global market for e-learning, and to acquire contracts an cooperation for provision of services. I am now identifying suitable partners for InWEnt, who want to join in designing and implementing this project. Dear Sirs, I am graduated from Debub University with B.Sc. Degree in Agricultural Engineering and Mechanization on July 10, 2002 here from Ethiopia. As wide and deep known Ethiopia is one of the top three poorest countries of the world. Ethiopia seems homeland for hunger and hardship where problems of the world reside. Besides I am emerged from southern state, which is one of the eleven states of the country embracing 42 ethnic groups who have their own culture and language, is most marginalized state in the country. The extent of illiteracy, poverty and general backwardness of the state is quite beyond imagination. For instance most of the people in the state are not blessed even to see car with their eyes. Majority cannot read and/or write except few friends in small urban areas. In the state especially in the rural areas there is almost no health service (mothers die from difficult delivery without technical assistance) and no chance for education. On top of that HIV/AIDS is also spreading unbelievably fueling the burning fire of hunger. Diversity in culture and language accounted for limited communication and cooperation between different ethnic groups, which in turn retained backwardness and aggravated civil wars. Fortunately, on conditions, very few friends and I managed to hold B.Sc. Degree confronting variety of challenges. After graduation I was employed under Federal Ministry of Agriculture as an instructor in Wukro Agriculture Technical Vocational Education and Training College and worked for over a year. After that I joined World Vision International Ethiopia on October 7, 2003 and have been working in the capacity of Infrastructure Facilitator until now. Dear Sirs, as I said I studied Agricultural Engineering in my firs Degree. In fact I have strong natural inclination toward electronics and computer related fields as software engineering, hardware engineering, information system management, …. My interest toward those fields produced unfilled gap in my day-to-day life and gives me no rest. All my dream and vision gear toward that. For that matter I purchased many books on the aforesaid fields and reading them day in day out. I am straining all my nerves to join a technology college to realize my dream with the golden statement ‘study and get ready the opportunity will come’. This statement refreshes me and encourages me to hold on. Dear Sirs, nothing withholds me from climbing to the peak of my academic career but finance. I am unable to finance my study from personal funds. I must be sponsored or get scholarships to make my dream come true. Even though it is interesting to study abroad it is costly and scholarships are difficult to find for me. All living expenses and study costs would not exceed $4,000 in my home country for me. Dear Sir, what a success for me if you support me in this matter. If you do not could you forward it to the one who can? Thanks a lot. I am inspired and get into my bed rarely devoting my time for reading the books. My vision is to study computer/electronics related fields and contribute to the advancement of modern computer and information technology.
